A catalyst makes a reaction faster ... As long as thermodynamics allow the transition. Given hydrogen and billions of years , the state described would have been observed already.

Psedoscience.

For one thing, nobody actually knows what dark matter is, so you cannot claim that it is the end product of the process.

Also, it is incompatible with Quantum mechanics. You cannot get electrons down to an even lower energy level.

Alas, a friend who is a judge believes in this.  (He is not alone - lots of moneyed folks have bought in.)  You sure have to 'give it' to the promoters - they've sustained this myth for a long time!
Arctic ice is healthy for children and other living things because "we cannot negotiate with the melting point of ice"
