You may well be right (even through the internet source where I found the image, possibly incorrectly, indicated that it was related to storm surge).  Consequently, I offer the first attached image of a levee in the California Delta being overtopped by waves and the second image showing the inundation of Liberty Island in the California Delta; both associated with the 1998 El Nino event.
