Maryland Gov. Hogan vetoes increase to state's renewable energy standard

Oops....  :o

I see Ivanpah as an example of how it used to be so difficult to add a significant amount of solar power with storage, that a project like this would even be contemplated.  In the intervening years, the improvements in solar panels and batteries have created a much preferable path forward.

New York Has a Plan to Make Long Island Offshore Wind Cheaper

The U.S. Bureau of Ocean Energy Management plans to auction off the lease for the site by the end of the year. The area, about 11 miles (18 kilometers) south of the city of Long Beach, is large enough to accommodate turbines capable of generating 900 megawatts, rivaling a nuclear power plant.

The first wind farm in U.S. waters, a 30-megawatt project off Rhode Island, is being built by Deepwater Wind LLC and scheduled to be operational by the end of the year.

Zambia plans to have sub-Saharan Africa’s cheapest electricity using solar power

Disappointed by hydroelectric power reduced by drought, Zambia is turning to the sun. The landlocked country plans to build two solar projects that will charge the lowest tariffs in sub-Saharan Africa, according to the Zambian Industrial Development Corporation.

Solar power development comes as Lake Kariba, the main source of Zambia’s electricity, is at a just 12% of its capacity. The world’s largest man-made lake lies on the Zambezi River between the Zambian and Zimbabwean border and produces 600MW and 750MW for the two countries, respectively.

The two solar projects will provide electricity priced at 6.02c/kWh and 7.84c/kWh, respectively. Those prices will remain fixed for 25 years, the corporation said in a statement. Zambians using over 300kWh in their homes pay about 51c/kWh on the current energy tariffs with a standard 31c/kWh for commercial use.

nice. so you got a 100K US$ appraisal, you can finance 15K in solar at low,low interest rates. Takes away the financing market from players like solar city, but lets them sell more panels.

SolarCity customers produced 10 GWh of solar electricity Tuesday

Solar Makes Up Most of New U.S. Power Capacity for First Time

The 1,665 megawatts of solar power that came online in the first three months of the year represented 64 percent of new capacity, and wind provided 33 percent, analysts at GTM Research and the Solar Energy Industries Association said in a statement Thursday.

The U.S. solar industry will add 14.5 gigawatts this year, mainly with large utility-scale power plants, almost double the 7.5 gigawatts installed last year. Residential rooftops reached 1 million homes this year and will add another 1 million within two years, said Tom Kimbis, interim director of the Washington-based trade group.

“The solar industry is growing at warp speed, driven by the fact that solar is one of the lowest-cost options for electricity,” Kimbis said in the statement.

The nation's first offshore wind project is scheduled to be completed later this year off the Rhode Island coast. By contrast, there are 2,300 turbines off the coasts of 11 European nations.

To cool the panels if one installs them in an air-tight shallow box to move air for that and use the heat a thermal-mass to supply space-heating [and cooling to collect at night].

One company has panels that use a thermal-fluid pricey yet feeds a heat-pump so an integrated system my idea works for any new install and uses standard 3-1/4x10 ducting.

The point is direct-thermal collection & storage are missing from architecture, the Hogan is 10-times more thermally efficient than a modern home similar for the Great Prairie sod house.

If you add a layer of soil-contact foam it isolates the dirt contained as thermal-mass instead of slowly conducting heat all the time. Insulating from the outside is 3-4 times less heat-loss than a standard wood frame construction from greatly reducing conduction.

This is the heat-transfer model run 6.67-hrs standard wall above additional 1-1/2" insulation board under the siding with furring strips to let condensation drip away on top of the sheathing, white 20C/68F, blue 0C/32F, this cuts losses to 1/3 original.

Think what that does to heating & AC grid loads no longer needing to supply that energy when scaled up.

Tesla’s CEO said that the company needs to integrate the required hardware for a solar installation into its home battery pack solutions in order to get the cost down by avoiding the duplication of hardware. The company would need to partner with solar installers to make that happen, but since Musk is also a shareholder of SolarCity, the US’ largest solar installer, Tesla can’t be seen as giving the company a special treatment.

Then it got even more interesting when Musk said that if he could talk more about the product side of SolarCity, it would shed more light on why it makes perfect sense for Tesla to acquire the company. He then talked a little about SolarCity becoming a large producer of solar panels through its Silveo purchase and its new 350W modules.

“So far SolarCity has not been significantly differentiated on the product side with the solar panels and cells, but they will be in the very near future.”

It sounds like Musk knows something we don’t about SolarCity’s new solar panels. He said that there are plans that have not been made public yet and therefore he can’t talk about it, but he is “very optimistic” about those plans.

Reuters talked with Ihor Dusaniwsky, head of research at financial analytics firm S3 Partners, about short interest on Tesla’s and SolarCity’s stocks:

“There is not much stock left to borrow and what is left is going out the door at premium levels with borrow rates of 45 percent to 75 percent fee today. There is virtually no stock left to borrow in SCTY which is reflected in the 100-percent-plus borrow cost of any scraps that have been traded today.”

Dusaniwsky also added on SolarCity:

“SolarCity short sellers may not be digging into their wallets as deep as Tesla short sellers, but are still paying (collectively) over $1 million a day to keep their shorts on their books.”

The short interest on Tesla right now is worth $7.3 billion, up 16 percent in June and now close to its high of $7.4 billion in March.
 
Tesla has a long history with shorts and has often been the most shorted stock on the NASDAQ. Short squeezes, when shorts exit en masse, have also been part of Tesla’s most impressive stock price increases. In 2012, Elon Musk warned that anyone holding a stock position against the company will have a “tsunami of hurt” coming for them. During the 12 following months, Tesla’s stock price increased by 461%, a lot of which was attributed to a short squeeze after Tesla reported its first quarterly profit in Q1 2013.

Sempra Energy, which owns San Diego Gas & Electric, leads U.S. investor-owned electric utilities in renewable energy as a percentage of total sales, according to a new report from Ceres.

Utilities are investing in renewable energy to comply with mandated standards. More and more, however, the investment is a way to diversify generation portfolios as renewable energy prices have dropped, and utilities are using renewable investment as a way to meet the needs of some of their largest clients.

Ceres looked at the 30 largest investor-owned utility holding companies, which have a total of 87 electric subsidiaries that accounted for nearly 60 percent of total electric sales in the U.S. in 2014.

Unsurprisingly, the California utilities led the pack. More than one-third of Sempra Energy’s 2014 retail electric sales came from renewable energy, while Pacific Gas & Electric came in second at 25 percent, and Edison International, which owns Southern California Edison, was at 23 percent.

However, renewables energy sales in terms of megawatt-hours put PG&E in front, with nearly 20 million megawatt-hours of clean energy in 2014, followed by Xcel Energy and Edison International. Each of the three utilities had more than double Sempra Energy's total renewable megawatt-hours.

At the other end of the spectrum, American Electric Power, Con Edison and Florida Power & Light were at the bottom of the list, with less than 1 percent of retail sales coming from renewables in 2014.

District of Columbia Council unanimously approves bill for 50% renewable energy mandate

The District of Columbia Council unanimously approved legislation (B21-650) to expand the District’s renewable energy target to 50% percent by 2032.

The bill raises the bar from the District’s existing 20%-by-2020 renewable energy standard. It would also establish a "Solar for All” program designed to cut the electric bills of 100,000 low-income households in half by 2032 through the use of conservation and clean energy resources.

The measure now moves to Mayor Muriel Bowser (D), who is likely to sign it. While she has not endoresed this measure specifically, Bowser has voiced support a 50% renewable energy goal set by former Mayor Vince Gray as a part of his Sustainable DC effort in 2013.

SDG&E becomes first California utility to hit net metering cap

It was only a matter of time before SDG&E hit the cap after sounding the alarm a year ago that net metering applications were piling up fast.

SDG&E is the first California utility to breach the cap. While such an event typically induces panic in solar advocates (as seen in states like Nevada and Massachusetts), California regulators acted swiftly enough to ensure a plan was in place for when the cap would be hit.

Under CPUC's January decision, new net metering customers will be able to keep retail rate remuneration for energy exported to the grid after the cap is hit, but they will also pay a one-time interconnection fee between $75 and $150, a non-bypassable monthly charge ranging from $0.02/kWh to 0.03/kWh, and will be moved onto time-of-use rates.

The solar industry isn't particularly worried about the impacts of a California utility hitting its net metering cap. Bernedette Del Chiaro, executive director of California Solar Energy Industries Association (CalSEIA), doesn't anticipate any slowdowns in rooftop solar installations in SDG&E's service territory after the cap is hit, according to PV Tech.

"If anything, we anticipate a return to growth as more consumers realize that NEM 2.0 isn’t a threat to the economics of solar and that now is just as good to go solar as ever," she said.

The Bring Back Solar campaign to reverse the Nevada Public Utilities Commission’s (NPUC) decision to alter the rate structure of net metering in the state has been approved by the Secretary of State for the November ballot.

To be eligible for the general election ballot to be held on 8 November 2016, petitions are required to receive 55,234 valid signatures from registered Nevada voters. The petition to overturn the ruling, which tripled fixed-fees for solar users and reduced the amount of credits paid back to consumers, received overwhelming support from state locals, collecting more than 115,000 signatures.

Aaron Dougherty, a petition signer from Henderson, said in a statement: "I want to bring solar back to Nevada so that I have the freedom to choose my energy provider and power my neighbourhood with clean solar energy.  I signed the referendum petition because bringing back solar is the right thing for my community and the nation, and I think the people of Nevada should be able to vote on our energy future in November."
