fwiw while this doc is only a "template/ideal" it does suggest
The Green New Deal legislation lays out several key principles, calling for net-zero greenhouse gas emissions,...." and it calls for a
"10-year program of “national mobilization,” which will achieve 100 percent of US power demand from clean, renewable and zero-emissions energy sources. It calls for building energy efficient, distributed, and “smart” power grids."
However digging into the details it also says things like this:
H) overhauling transportation systems in the United States to remove pollution and greenhouse gas emissions from the transportation sector as much as is technologically feasible, including through investment in—
(i) zero-emission vehicle infrastructure and manufacturing;
(ii) clean, affordable, and accessible public transit; and
(iii) high-speed rail;https://apps.npr.org/documents/document.html?id=5731829-Ocasio-Cortez-Green-New-Deal-ResolutionHow that reads to me is that it is not calling for Oil/Gas fueled ICE engines from being totally removed from the sector. It says nothing about Aviation fuels or shipping either.
Therefore the GND seems to be skirting the Goal of Net Zero GHG emissions post-2030 and doesn't mention any longer term plan to get there.
I guess it depends on what the term
"technologically feasible" means in reality. Begging the question of what will be, might be "technologically feasible" circa-2030 - IF such an Action Plan can grow some legs?
It matters because the USA alone and her 330 million out of the 7,000 million global population contributes ~20% of all global GHG emissions each year. If the richest, most technologically advanced (?) nation can't do it, then how can the rest?
