Of course it is. Everyone understands that, but nobody cares.

During crisis hearings (government climate policy lies) in parliament in 2013, a former minister of the Norwegian government revealed the 2ºC target was already forsaken. The statement was never ever repeated or commented upon by anyone, of course, as this was a slip of the tongue as well as unpleasant information, causing "dark thoughts", as the Labour PM candidate recently put it.
